The main objective of this program is to enhance quality of engineering education in the country by developing curriculum based video and web courses (at least 100 + 100 ) and web courses (at least 115). This shall be done by IITs (Seven), IISc Bangalore and other Premier institutions

IITs and IISc-Bangalore shall function as resource Institutions under the program. Each of them shall have a TEL Committee with faculty from different Departments/ Centres. This Committee shall promote the use of technology - both internally and externally to enhance learning
effectiveness. Each Institute would identify a person as TEL Coordinator. He/She shall be the Convener of the TEL Committee and member of the program Implementation Committee (PIC) at the National Level. Other premier institutions could be associated with the program for various activities under it.

The program shall be run as per the advice of the National program Committee (NPC) to be constituted by the Ministry. This Committee shall have the overall responsibility for all activities under this program. The Committee shall ensure inter-institutional coordination at the national level. NPC shall also function as a grants-in aid committee and shall recommend release of funds under the program. In addition, there shall be a program Implementation Committee (PIC) comprising of TEL coordinators from resource institute.

There shall be a National Coordinator each for video courses and e-courses. The NPC may constitute subject-level expert group(s) for each of the subjects covered under the program to ensure harmonization of curriculum so that the largest number of people can benefit from this initiative. A definite mechanism for assurance of quality and certification of courseware produced under the program shall also be put in place.

Initially the program shall be for a period of three years from 2002-03 to 2004-05 with an outlay of Rs. 15 crore. This may be extended on review thereafter. Grants-in-aid for the project will be released under the scheme - Support to Distance Education and Web-based Learning under the Head 2203.00.112.28.
